ABOUT HALAL CERTIFICATION
Halal Certification: A Legal Obligation and Strategic Business Imperative
Halal certification is a legal requirement for business operators involved in the production, distribution, and trade of food, beverages, medicines, cosmetics, chemical products, biological products, genetically engineered products, and consumer goods that are used, worn, or utilized by the public. This obligation is stipulated in Law Number 33 of 2014 on Halal Product Assurance (Jaminan Produk Halal/JPH), which mandates that all products entering, circulating, and traded within the territory of Indonesia must be halal-certified.
As part of its implementation, the government issued Government Regulation Number 39 of 2021, which outlines a phased approach to halal certification obligations, beginning on October 17, 2019. The first phase, effective until October 17, 2024, mandates halal certification for food and beverage products, as well as slaughtering services and slaughtered products.
Following this, the government, through the Halal Product Assurance Organizing Agency (BPJPH), has entered the second phase, which runs from October 18, 2024 to October 17, 2026. This phase expands the scope of mandatory halal certification to include traditional medicines, health supplements, cosmetics, chemical products, biological products, and genetically engineered products. All businesses operating within these categories must ensure their products are halal-certified before the stated deadline.
The aim of this certification requirement is to provide legal certainty for consumers, enhance product competitiveness, and ensure consumer protection in terms of both halal compliance and product safety. Business operators who fail to meet these obligations may be subject to administrative sanctions.
Therefore, it is crucial for all business actors to proactively prepare for the halal certification process—whether through the regular certification route or via self-declaration, in accordance with the schemes outlined by BPJPH.
With the issuance of this updated policy, businesses are expected not only to comply with the prevailing regulations but also to embrace halal certification as a high-value business strategy. Halal certification is no longer merely a legal formality; it has become a symbol of consumer trust, a mark of product quality, and a competitive differentiator in a market increasingly conscious of ethical and sustainable practices.
